Ecologists in Action presents arguments to the discontinuation of public mountain part of the Sierra de la Pila (02/11/2010)

Ecologists in Action has made allegations against the discontinuation of portions of land of Mount Public No. 40 of CUP Sierra de la Pila, proposed by the City of Abarán.

The organization has also applied for environmental restoration upon completion of the leases and their inclusion in the Regional Park.

Ecologists in Action has objected to the proposed Order of the Director General of Natural Heritage and Biodiversity, which is applicable to the discontinuation of portions of land of Mount Public No. 40 of CUP Sierra de la Pila, owned by the City Council Abarán, in an area of 373 `169015 hectares.

The first and main reason of argument shows that there is no justification for missing the discontinuation of the characteristics under which the said mountain was listed, which is why you want to use for the proposal to rely on the current law Forestry.

According Ecologists in Action, the City of Abarán, refers to economic interest which the Municipal Corporation of Mount requested inclusion in the catalog, which is considered, or assumed, that the mountain was listed on the basis of the provisions Article 25.E of the Forest Act of 1957, referred to the causes of its regular use, however there is no documentary reference to show that the SFA agreed at the time included in the CUP Mount for this reason.

Only refers to the Acts Capiturales the chapels in the municipal archive, citing the City Council in its report.

It should however be borne in mind that the act of demarcation of Monte Public No. 40 of the Sierra de la Pila is effective August 1, 1950.

The claims shown at all times that is not justified in any case the "vocation" or "fitness" leased agricultural plots within the Public Monte, which in 1981, the late ICONA authorize the cultivation of irrigated land.

Ecologists in Action notes that the alteration of nature's forest land was intentional, but that no action is irreversible.

In fact, the lease is understood to be temporary and in addition, agricultural activity is subject to market issues, so it is not always profitable or essential to the economy.

In fact at the very perimeter of Mount orthophoto provided in the documentation, it is easy to see how many of the parcels are currently idle.

Given this fact, Ecologists in Action wondered what exactly the claims Abarán City Council to request decryption of uncultivated plots, where the main argument has been the agricultural interest.

The association believes that if the tenant leaves or agricultural activity has declined in fact, these areas tend to return to their previous state of forestry, land being within the CUP, entirely suitable for reforestation purposes protection as the law itself protects 43/2003 on Forestry.

According to the organization, it is demonstrated that the original position of these plots, from which comes the condition of the CUP Public Monte, corresponds to forest lands, including management's own Abarán Mount Forest, begun in the 60's, revised in 1973 and aimed to have a definite amount ordered in 2042.

Why are some areas with a "mainly forest."

In relation to the public domain that represent the cattle trails that cross some of these plots, namely, the "washing of Barranco del Sordo", the "String of Pocico and Excommunication Cave" and "Casting the Barranco del Tollo "whose surface is not affected by the discontinuation, requests that are subject to survey and demarcation, as the only way to determine on the ground its actual path.

Finally, Ecologists in Action believes that agroforestry areas this side of the mountains, should be established as a recovery area, once extinct irrigated agricultural activities in the occupied areas and the relevant leases, returning to his original vocation and maintaining traditional activities.

It also requests that these are part of the surface of the Regional Park Sierra de la Pila and are the subject of socio-economic action plan of the protected area, which the Autonomous Community has not yet taken place, despite having an obligation to do to be reflected in the Plan of Management of Natural Resources (PORN) in this protected area.
